Bhasha Research and Publication Centre, Ekta Parishad, Lokdhara - National Federation of DNTs, Budhan. Theatre and various groups of organizations of Adivasis and Nomadic communities have decided to organize a National Convention of Adivasis, Nomadic and Pastoralist communities of India at Delhi in April 2005.

The National Convention will be held on the spacious campus of the Indira Gandhi National Centre for the Arts, Janpath, Delhi, from the 21 to the 24 of April 2005. The IGNCA will be our local hosts.

Honorable Justice M. N. Venkatachaliah, former Chief Justice of India and Chairperson of the National Human Rights Commission will inaugurate it. We are inviting Smt. Sonia! Gandhi to address the delegates and spend some time with them. Also, some of the persons involved in finalizing the draft of the new national policy for. tribals and Nomadic communities will be present during the convention.

From the communities of adivasis and nomads, about 35 groups or artists, craftsmen and dramatists have been invited for presenting the great wealth of our cultural variety to all the delegates. Thus nearly 400 to 500 artists are expected to participate in the event.

The National Convention is being organized with a view to creating and sharing a common platform for expression and exchange of our concerns. campaigns. creative talents, as well as to activate , promote and understand ur own culturul, ecological and social traditions, as also to establish dialogues between our perceptions of history and the contexts of our contemporary existence. As such, a wide-ranging debate and consultation on rights, identity, ecology, migration. resources, empowerment. and similar other themes wiII be possible during the Convention.

We would like to extend an invitation to you to join the convention and to participate in it as well as its preparation in the following manner: .

a) Yau can depute three to four persons from your organization for participating in Ihl: discussion groups. The discussion groups will be distributed in five themes: ..

i) Identity and culture

ii) Resources and rights

iii) Forests and Land

iv) Migrations and displacement

v) Language, Literacy, education

Please indicate the precise discussion group that the delegates would like to join.

b ) You can nominate one person, preferably in a lead position in your organization,
to make a plenary speech of 20 minutes on any of the above themes.

c) You can organize a group of artists, performers, crafts persons, oral composers, etc. Such groups should normally not exceed 10-12 persons. Their names will be required for registration before the 15th of March

d) You can offer to put up a stall for demonstration of the wonderful work done by your organization for the benefit of the adivasis and the nomads. The stalls can be adorned with your publications, products, propagatory literature, photographs. craftwork--even for sale, posters, etc.

We will try to provide train fare to the artist groups, but, unfortunately, the travel costs of speakers will have to be borne by your organization. The stalls will be provided free of costs for you.

Similarly, free accommodation for all registered participants will be provided. The arrangement for the dinner of the 21st April, lunches for the 22 and 23 will be made by the Indira Gandhi National Centre for the Arts. All other meals will be at the expense of the participants.

Bhasha, Ekta Parishad and Lokdhara federation will take care of the local transportation from the point of your arrival to the point of your departure, and from the place of stay to the IGNCA and back.

We expect about 1200 delegates to participate in the Convention, in addition to the 500 artists. It is therefore necessary that we receive your registration at the earliest, and not later than the end of February.

The registration fee pcr participant will be Rs. 100 (till 28 Februuy)

Rs. 200 (after 28 February, but till I5th March)

Registration will cIose complctely aftcr the 15th of March.

The registration amount should be sent by a DD ,drawn in favour of Bhasha Research and Publication Centre, and made payable at New Delhi. Please send along with the DD the names and complete addresses of the participants, indicating male/female (for the purpose of accommodation). In case of artist groups. please also indicate the approximate train fare from the nearest railway station to New Delhi.


On receiving the registration, Bhasha Research Centre will mail to you two publications:
a) Adivasis und Denotified Communities of India : Locations and Languages Price Rs. 250 but the publication will be free for your organization

b) The latest draft of the tribal policy which will be jinalized by the UPA government in the third week of April

These publications will be useful for the discussions in your panel.
