THE MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI I.D. SWAMI): The Eighth Schedule to the Constitution of India contains 18 languages (of these, 14 languages were included in the Eighth Schedule by the Constituent Assembly itself. These were Assamese, Bengali, Kannada, Gujarati, Hindi, Kashmiri, Malayalam, Marathi, Oriya, Punjabi, Sanskrit, Tamil, Telugu and Urdu, Sindhi was included in the Eighth Scheduled in 1967 as the 15th language. Three more language – Konkani, Manipuri and Nepali were included in the Eighth Schedule in 1992. The languages included in the Eighth Schedule account for languages used by 96.20 per cent of the country’s population, as brought out by the 1991 Census.
The Government has been receiving requests for inclusion of additional languages in the Eighth Schedule. At present, there are requests for inclusion of as many as 32 languages including Bhojpuri in the Eighth Schedule pending with the Government.
Reference to the Eighth Schedule occurs in articles 344 (1) and 351 of the Constitution. Article 344(1) provides for the constitution of a Commission by the President on expiration of five years from the commencement of the Constitution and thereafter at the expiration of ten years from such commencement, which shall consist of a Chairman and such other members representing the different languages specified in the Eighth Schedule to make recommendations to the President for the progressive use of Hindi for official purposes of the Union. Article 351 of the Constitution provides that it shall be the duty of the Union to promote the spread of the Hindi language to develop it so that it may serve as a medium of expression for all the elements of the composite culture of India and to secure its enrichment by assimilating without interfering with its genius, the forms, style and expressions used in Hindustani and in the other languages of India specified in the Eighth Schedule, and by drawing, wherever necessary or desirable, for its vocabulary, primarily, on Sanskrit and secondarily on other languages. From this article, it would appear that the Eighth Schedule was intended to promote the progressive use of Hindi and for the enrichment and promotion of that language. However, it seems that over the years, the popular perception relating to the Eighth Schedule has changed and inclusion in it of a language is viewed by many as the symbol of a higher status accorded to that language.
In the absence of any objective criteria for inclusion of languages in the Eighth Schedule, a decision was taken by the Government to set up a Committee under the Chairmanship of Secretary, Official Language. The Committee examined various aspects and submitted its report in 1998. This Committee, inter alia, recommended setting up of a High Powered Body having access to knowledge of experts from the literary, academic, social and legal fields to go in greater depth to evolve objective criteria for considering inclusion of a language in the Eighth Schedule. This body could interact with representative organisations of different languages to be able to form a concrete opinion about the criteria to be so evolved.
Considering the significance of the issue, the Government decided to appoint a High Powered Body to evolve a set of objective criteria for inclusion of more languages in the Eighth Schedule. The constitution of such a body is presently under consideration of the Government. The requests received in the Government for inclusion of 32 languages including Bhojpuri would be considered on the basis of such objective criteria evolved by the High Powered Body.

SHRI BASU DEB ACHARIA : This language is spoken by more than one crore people belonging to Jharkhand, Orissa, West Bengal, and Assam. The Santhali language is a rich language and it is also one of the oldest languages. Its rank is 13 among the Indian languages. There are languages like Manipuri, Konkani, and Nepali which are spoken by less percentage of people. These languages were recognised and we all extended our support. But this language, which is a language of a tribal community, has not been recognised. For the last two years, we have been receiving the reply from the Ministry of Home Affairs that a High Powered Committee will be appointed. But as per the statement of the Minister of State for Home Affairs, this Committee is yet to be constituted.
I would like to know from the Minister when this Committee will be constituted and whether this High Powered Committee will consider such languages like Bhojpuri which is spoken by more than 25 crore people and Santhali language which is one of the oldest languages as also a language of a tribal community spoken in four to five States. I would also like to know whether this Committee will also consider including these two languages in the Eighth Schedule of the Constitution.

SHRI SUDIP BANDYOPADHYAY (CALCUTTA NORTH WEST): On 3rd December, I raised the issue under matters under Rule 377 with a request to the Union Government that the case of Maithili be considered and inducted in the Eighth Schedule of the Constitution. Dr. Sanjay Paswan was also present at that time. It is not only spoken in Bihar alone but spoken in other parts of the country also. In the city of Kolkata itself, alongwith other cities, Bhojpuri and Maithili speaking people are there in huge numbers. Shri Acharia has said that Santhali speaking people are very much there in West Bengal also.
Mithila is famous all over the country for its rich cultural heritage with glorious past and dynamic present. The hon. Minister has categorically mentioned that 18 languages are already recognised and 32 languages are pending uptill now. I want to know from the hon. Minister as to whether Maithili is there in the pending list or not.
I also want to know whether any time-bound programme is there before the High Powered Committee to make its announcement and take a decision regarding these 32 languages.
MR. DEPUTY-SPEAKER: The High Powered Body is yet to be appointed. It is not yet appointed. In that case, how can it be a time-bound announcement?

As he is in the Home Ministry, is he aware that an agitation is going on in the northern part of Bengal by a Scheduled Caste community called Rajbongshi pertaining to the language? We are not clear whether it is a language or a dialect. Will the Minister enquire into the matter and see to it that their grievances are addressed and redressed appropriately? I am talking of Rajbongshi community of North Bengal.
SHRI VIJAYENDRA PAL SINGH BADNORE (BHILWARA): Sir, while supporting the cause of Bhojpuri language, I also want to add to it that, in the same way, Rajasthani language also traverses a lot of States and regions. Is it also being considered to be included under the Eighth Schedule?

DR. JAYANT RONGPI (AUTONOMOUS DISTRICT ASSAM): After 55 years of Independence, not a single language spoken by the tribal communities in this country has been included in the Eighth Schedule of the Constitution. My point is, if you follow the same criteria in respect of the languages of the tribal communities and also the languages spoken by other communities, then no tribal language will ever be included in the Eighth Schedule. If you consider the population and if you would go in for the development of the languages, then you may find that tribal languages are not taught in the schools. Then how can they be developed? I want to know from the hon. Minister whether a different criteria would be followed while including the tribal languages in the Eighth Schedule.
SARDAR SIMRANJIT SINGH MANN (SANGRUR): Sir, I want to be associated with the Motion moved by Shri Prabhunath Singh.
Most people do not know that the writings of Guru Gobind Singh, our Tenth Guru, were in Bhojpuri. We would like this Motion to be adopted. We would also ask the Government to give us a Bhojpuri chair in the Punjabi University in Patiala so that we can understand the language. It is very important for our texts.
Secondly, I would like to ask the Government to give us a School of Advanced Studies for the study of Urdu and Persian in Malerkotla because that too is very necessary for understanding the Sikh scriptures.
